So far there was not any system of
rewarding for good work and punishing for bad work in any government
department in West Bengal. As a result, there was no responsibility of any individual officer
or employee. Therefore, the question of responsibility for a department to the
people was out of question. She understood that it was the root cause of all
evils. Hence, it is necessary to make officials responsible to their ultimate
bosses – the people.
The wise chief minister undertook the
carrot and stick policy. The departments that will deliver services on time
will be rewarded and those who will fail to meet the deadline will face action.
The main objective of the administrative calendar is to ensure accountability
of the departments and spot non-performers, who will be penalized afterwards.
In keeping with the comprehensive incentive and penalty system, 60 employees
and officials of the public works, health and women and social welfare
department were rewarded at a program for their contribution in achieving
targets on time.
This government is unique in delivering good
governance. The appreciation of employees for their achievements shows that the
government does not think twice before appreciating the good work. On the other
hand, the chief minister has already sent a message on what is in store for
those who will fail to deliver on time by removing her trusted lieutenant
Partha Chatterjee from the commerce and industries department. After that it
became clear that the chief minister will not compromise with the performance
of her government and whosoever faults will face her wrath.
